Monitoring Plea Bargaining in Georgia
Monitoring Plea Bargaining in Georgia is a six month project that aims, through the publication of a comprehensive report and a range of outreach activities , to improve the plea bargaining system in Georgia, and ensure its transparency, functionality, accountability and fairness and, if applicable, to recommend alternatives.
The report will be a full length study that will cover plea bargaining from several perspectives. While the theoretical/legislative basis for plea bargaining will be revealed and compared with international standards, the bulk of the project will be devoted to studying how plea bargaining has been implemented in practice. Plea bargaining will be assessed in terms of its efficacy, fairness and transparency and will be placed in the context of international best practice. Utilizing its vast international network, TI Georgia will consult with chapters from several other key countries on best practice and possible pitfalls, culminating in a full comparative assessment on plea bargaining in these countries and Georgia.
Recommendations will also be made based on the results of this study, assisting the government in making the changes necessary to ensure an equitable and just legal system.
Outreach activities are also envisaged, including roundtables and a prize for journalistic achievement.
Overall, although short at just six months, it is envisaged that this project will provide an instrumental and unique tool for policymakers, academics, journalists and other interested parties in Georgia and beyond.
