Issues related to state-owned enterprises and the increase of the public debt have aroused the interest of a certain segment of the public for a long time.
Despite the requirements of the law, the local self-government of Kutaisi has not publicized the 2017 budget yet. According to the Local Self-Government Code, Gamgebeli/Mayor of a municipality presents a draft budget of the next year along with the accompanying documents to the City Council (Sakrebulo), whereas the latter disclose it for public discussion within the period of 5 days.
On 17 November 2015, Zugdidi City Council (Sakrebulo) launched discussions on the draft 2016 budget. The income section of the budget is GEL 18,597,215, an increase of GEL 2.7 million since the previous year.
