In spite of a requirement of the legislation and public statements of highest officials of the authorities, the local self-government bodies have yet to receive agricultural and non-agricultural land and other property from the State.
In June and July 2014 Georgians elected their municipal council (sakrebulo) members in 71 districts, mayors in 12 self-governing cities and municipal ‘governors’ (gamgebeli) in 59 districts.
Transparency International (TI) Georgia deployed nearly 50 observers to monitor the runoff of the 2014 local elections. TI Georgia’s observation mission encompassed 8 self-governing cities in which the organization deployed 17 mobile teams. Throughout the day observers of TI Georgia visited 580 polling stations.
