Media Environment Strengthening and Monitoring (MESM)
Considering the role that media plays in informing and forming public opinion, the potential to impact election outcomes is self-evident. A free and fair election requires a strong, independent media, supporting an informed and active citizenry. The Media Environment Strengthening and Monitoring (MESM) project covers the period which includes the 2016 parliamentary elections, the 2017 presidential and potentially the 2018 local government pre-election period. Independence and accountability of regulatory bodies together with good performance of public broadcasters can contribute to an enabling environment that supports national and regional media to report in an independent and reliable manner. Based on this Transparency International Georgia (TI Georgia) has two main objectives under MESM project:
– Ensure transparency and accountability of Georgian National Communication Commission (GNCC)
– Support Georgian Public Broadcaster (GPB)/ Adjarian Public Broadcaster (APB) to model good behavior through monitoring and advocacy
To achieve these objectives, TI Georgia will research general management practices, employment practices, financial performance and legislative changes related to GNCC, GPB and APB; also assess the quality of broadcast content to assess adherence to these institutions’ mandates and approved strategies. Within the project, TI Georgia will closely cooperate with direct beneficiaries and all relevant stakeholders to contribute to a better media environment in the country during crucial political processes.
