The project will promote transparency and accountability in local government in Georgia. An apolitical, transparent and accountable civil service is a cornerstone of democratic development. The Government of Georgia has been building such institutions but weaknesses remain. De-centralization reforms have seen more and more power and decision-making moved to local government, without the systemic support needed to manage new responsibilities.
