Georgian Dream donors' and public officials’ companies receive subsidies through state programs in Samtskhe-Javakheti

Companies belonging to Georgian Dream members and donors, as well as family members of current and former public officials, receive state procurement in addition to the subsidies from the state program. In 2018-2020, 17 such entities within the framework of Enterprise Georgia received approximately GEL 2,240,794 (one third of the amount spent in the region within the program). Among them, 9 entities received GEL 4,733,891 from state procurements at various times. 7 out of 17 entities donated 594,400 GEL to Georgian Dream.

Georgian Dream Donors

Tao 2052 LTD received EUR 36,442 for the development of the hotel in 2020 from Enterprise Georgia.  Vazha Usanetashvili and Ilia Shonia, owners of 50% -50% of the company, donated a total of GEL 334,400 to Georgian Dream and its presidential candidate Salome Zurabishvili 6-6 times in 2017-2021. Both of them, donated GEL 30 000 – 30 000 to National Movement in 2012. The National Tourism Administration of Georgia signed 6 direct contracts with Tao 2052 Ltd. in 2020 with a total cost of GEL 5,147.

Bakuriani Inn LTD, received subsidy from Enterprise Georgia worth of GEL 354,635 for the development of the hotel in January 2019, and EUR 59,979 in 2020. Also, in the beginning of the Covid Pandemic, from March 2020 to March 2021, for the placement of citizens in quarantine space, the Georgian National Tourism Administration signed 7 direct contracs with the hotel for a total of GEL 1,738,794. In October 2018, Paata Kokaia, the owner of 20% of the company, donated GEL 55,000 to Salome Zurabishvili.

Holiday Inn Bakuriani LTD received GEL 291,835 for hotel development in May 2019 and GEL 28,090 in 2020. The owner of the company, Mikheil Janjalia, donated GEL 60,000 to Georgian Dream in October 2016.

Rio 2012 LTD received USD 1,443 for the development of the hotel from Enterprise Georgia in 2020. Koba Gelashvili, the Director of the LTD and the owner of 50% of the shares, has been a member of the Georgian Dream for two terms in Akhaltsikhe Municipality since 2014. Rio 2021 has signed 16 direct contracts since 2017 for a total of GEL 1,699,980. 11 contracts were signed by the National Tourism Administration - for accommodation of citizens in the quarantine area for GEL 1 675 980 in 2020-2021. Koba Gelashvili's son, Chichiko Gelashvili, donated GEL 5,000 to Georgian Dream in August 2021.

Ketevan Kopadze, received a total of GEL 21 028 GEL from Enterprise Georgia in three stages, for the development of hotel and tourism in 2018-2020. Ketevan Kopadze from the Georgian Dream is the wife of Giorgi Kopadze, a former majoritarian MP from Akhaltsikhe-Adigeni. Giorgi Kopadze donated GEL 10,000 to Georgian Dream in August 2016.

Sapphire LTD received a total of GEL 50,027 for the hotel development twice, in June and November 2018, and EUR 35,424 in 2020. The owner and the director of the company, Giorgi Talakhadze, donated GEL 40,000 to Georgian Dream in 2017.

Demetre and Company LTD received GEL 437,495 from Enterprise Georgia for construction materials in April 2018. The owner and the director of the company is Demetre Tateshvili. One of his companies - Aral LTD donated 40,000 GEL to the Georgian Dream in August 2017, and Demetre Tatshvili himself donated GEL 50,000 in August 2021. Transparency International Georgia wrote about the possible cases of corrupt procurements of Arali LTD in May this year.

Former public officials and related companies

Tornike Sharashenidze held the position of the Deputy Head of the Internal Audit Department of the Ministry of Economy and Sustainable Development of Georgia from 2012 to March 2018. Five months after leaving the civil service, his wife, Mariam Janjalia, who has worked as a specialist at Georgian Amelioration LTD since 2016, founded a hotel Bakuriani 39 LTD in Bakuriani. The director of the company is Tornike Sharashenidze, the owner of 5% share is Mariam Janjalia. Bakuriani 39 LTD received GEL 202,861 for the development of the hotel from Enterprise Georgia one month after its establishment, and  GEL 31,926 a year later, which amounted to a total of GEL 234,878.

Nodar Balakhashvili, who in 2014-2018, first held the position of the Head of the Infrastructure Service in Akhaltsikhe Municipality, and then was the Mayor's Adviser on the same issues, received GEL 20,000 from Enterprise Georgia in 2018. With him, contracts for 21 state procurements in 2018-2020 were signed for a total of GEL 129,552. GEL 102,755 was transferred from Akhaltsikhe City Hall for 16 procurements. Transparency International Georgia wrote in June 2021 about possible case of corruption in these procurements.

Mikheil Dzagania, who was the director of Hermes LTD of Tbilisi City Hall in 2014-2018, received EUR 9,325 in 2020 from Enterprise Georgia for the development of the hotel.

Also, the hotel GNN LTD received USD 19,279 from Enterprise Georgia in 2020. Nanuli Imedashvili, who owns 50% of the shares, is Vazha Gelashvili’s wife, who is the director of Borjomi Municipal NNLE - Socially Vulnerable Population Service Center. Vazha Gelashvili has been holding this position since 2008. Borjomi Municipality City Hall signed 5 direct contracts worth of GEL 18,580 in 2014-2017 with his wife's hotel. Vazha Gelashvili's wife owns 50% of shares in another hotel in Bakuriani - Neolgrandi LTD which in 2020 signed 10 direct procurements for a total of GEL 909,000 with the Georgian National Tourism Administration to place citizens in quarantine. 

Revaz Mumladze received USD 31,503 from Enterprise Georgia in 2020 for the development of the hotel. The same year, the Georgian National Tourism Administration signed 7 direct procurements with his hotel Travel Town (100% owned by Revaz Mumldze) worth of GEL 237,534 for the placement of citizens in the quarantine. Revaz Mumladze was the head of security at Bidzina Ivanishvili's residence in Bakuriani. He was arrested in February 2012 on charges of misappropriation of land in Bakuriani. On January 13, 2013, he left the penitentiary institution as a political prisoner and on January 29, he was appointed as a head of the Samtskhe-Javakheti Regional Main Division, where he worked until December.

Giorgi Geladze received GEL 11,400 from Enterprise Georgia for the restaurant in 2018. Giorgi Geladze's father, Zaza Geladze, was the Deputy Mayor of Akhaltsikhe in 2014-2016. In 2016, after Giorgi Kopadze became Akhaltsikhe-Adigeni majoritarian MP from the Georgian Dream in the Parliament, Geladze was employed in his bureau.

Vladimer Natenadze received GEL 20,000 for geodetic services from Enterprise Georgia in 2018. In 2016-2017 he was the Director of the NNLE Sustainable Development Agency of Akhaltsikhe Municipality. In 2019-2021, he won two tenders in Akhaltsikhe Municipality for cadastral measurements worth of GEL 10,470. One of the two tenders he won non-competitively, and the other one- at the expense of disqualification of a competitor.

Giorgi Tegetashvili received GEL 9,000 for a family hotel in 2018 from Enterprise Georgia. In 2014-2015, he held the position of the Head of the Social and Economic Development Service and then Head of the Financial Budget Service in Aspindza Municipality.

In 2018-2020, a subsidy worth of GEL 6,705,099 was issued to 271 entities in Samtskhe-Javakheti within the framework of Enterprise Georgia. Around, GEL 2,240,794 (33.4%) was received by individuals affiliated with the Georgian Dream.

Georgian Dream donors and related companies are implicated in both state subsidy programs and public procurement processes, which raises legitimate concerns, according to Transparency International Georgia. Accordingly, we call on the Anti-Corruption Agency of the State Security Service to investigate each fact and determine whether there are any possible signs of corruption.
