Property of the Candidates for the Local Self-Government Elections in Imereti Municipalities

Qualification of the candidates nominated by political parties in the elections, their property and business interests represent the matter of high public interest.

Transparency International - Georgia hereby presents information on the mayoral candidates nominated by qualified election subjects in Imereti municipalities (Kutaisi, Khoni, Kharagauli, Terjola, Sachkhere, Zestaponi, Baghdati, Vani, Samtredia, Chiatura, Tkibuli, Tskaltubo) and the first numbers of the party lists submitted for Sakrebulo elections.


The presented report is based upon the analysis of the Public Registry data and property declarations filed by some of the candidates.  

Following the research, we’ve drawn the following findings:

  • Out of the 5 parties studied by the organization, “Georgian Dream –Democratic Georgia” and the election bloc “United National Movement” have mayoral candidates in all municipalities of Imereti.  The election bloc “Bakradze, Ugulava –European Georgia” has no mayoral candidate in Baghdati municipality; the election bloc “Dimitri Lortkipanidze, Kakha Kukava Democratic Movement – Free Georgia” has mayoral candidates just in Kharagauli, Zestapono and Tskaltubo.  As for “Davit Tarkhan-Mouravi, Irma Inashvili – Alliance of Patriots of Georgia”, they have not nominated mayoral candidates in Sachkhere, Baghdati and Khoni.     
  • Out of 73 mayoral candidates in Imereti, only five are women.  
  • Out of the first numbers of the party lists nominated for Sakrebulo elections, there are 20 women; out of these, two female candidates have been nominated by the ruling party. The largest number of women has been nominated as the first number of the party list by “Freedom – Way of Zviad Gamsakhurdia”.
  • Out of 12 mayoral candidates nominated by the “Georgian Dream” in Imereti Municipalities,  3 are active Gamgebelis of respective municipalities (Baghdati, Samtredia, Kharagauli);
  • Out of the candidates studied by Transparency International – Georgia, 11 were found to have made donations to various political parties. The candidates used to mainly donate to their own parties. Compared to other candidates, Kakhaber Makhatadze - Zestaponi municipality mayoral candidate from “Georgian Dream - Democratic Georgia” in May 2016-2017, has made the largest donation, in particular, GEL 90,000 to the Georgian Dream. 8984 GEL was donated to his own party by Khvicha Tskepladze, mayoral candidate of Terjola Municipality from the election bloc “Davit Tarkhan-Mouravi, Irma Inashvili – Alliance of Patriots of Georgia” and the first number of party list.
  • Out of 12 candidates of the “Georgian Dream”, 6 candidates are shareholders and/or heads of business companies (Giorgi Chighvaria - Kutaisi, Kakhaber Makhatadze - Zestafoni, Bondo Sopromadze - Terjola; Archil Gogsadze - Baghdati; Lado Jurkhadze - Khoni; Valerian Potskhveria - Samtredia); one mayoral candidate of “European Georgia” (Koba Modebadze - Sachkhere) and three candidates of “Alliance of Patriots of Georgia” are the shareholders and/or heads of business companies (Grigol Bakhtadze - Kutaisi; Khvicha Tskepladze -Terjola; Paata Kiknadze - Kharagauli).
  • Out of the candidates nominated as first numbers of the party list, 2 candidates of “Georgian Dream” (Nikoloz Lataria-Kutaisi, Manana Barbakadze-Kharagauli) and 3 candidates of “National Movement” (Besik Bregadze - Kutaisi; Paata Lezhava -Vani; Mamuka Saghareishvili - Tskaltubo) are shareholders and/or heads of business companies.

 

 

Kutaisi

“Georgian Dream – Democratic Georgia”

Giorgi Chighvaria - Kutaisi Mayoral Candidate

Work experience:

In 2015-2017, Giorgi Chighvaria was Deputy State Trustee in Imereti; he used to work in Kutaisi City Hall as a Mayor’s advisor. Since 2014 he is deputy coordinator of the Party “Georgian Dream - Democratic Georgia” in Imereti as well as chairman of Kutaisi organization of the same party.

Property and business interests:

According to the declaration submitted by Giorgi Chighvaria in March 2017, he and his family members have three houses in Kutaisi, Tbilisi and village Chrebalo of Ambrolauri municipality, as well as a plot of land in Kutaisi (in 1995, father of Giorgi Chighvaria paid USD 10 000 for a residential house; in 2007 Giorgi Chighvaria paid 5600 GEL for a plot of land; in 2013 his spouse Tamta Popkhadze acquired an apartment in Tbilisi for $ 39,000). Giorgi Chighvaria is a shareholder of  “Collegio” Ltd. (tax code: 204562179), although he has not reported the fact in his declaration.

 

Nikoloz Lataria - First Number of Party List

Work experience:

In 1997-1998 Nikoloz Lataria worked as an assistant to director at the construction company in the Russian Federation; in 1998-2005, he was Chief Economist of LLC “Okriba”; in 2005-2010, Director of LLC “Arena”; in parallel, he was engaged in business activity. Since 2014, he is deputy chairperson of Kutaisi Sakrebulo.

Property and business interests:

According to the declaration submitted by Nikoloz Lataria in September 2017, he and his family members own a residential house, an apartment and a plot of land in Kutaisi, as well as apartments in Tbilisi and Kobuleti (the flat registered on the name of his spouse was acquired for $ 90000 in Tbilisi; in Kobuleti, a flat for 67000 USD; the flat acquired in Kutaisi in 2017, for 37000 USD, is registered on the name of his child). Nikoloz Lataria is also the owner of 50% stake in LLC “Nikoil Terjola”; he also owns 40% of shares in LLC "Gio" and 100% of shares in LLC “Nikoil 9”. He is also the owner of 55% of “Fresh Food” LLC.

Donation:

In 2014 Nikoloz Lataria donated a total of GEL 1306 to the “Georgian Dream – Democratic Georgia”.

 


 

United National Movement

Grigol Vashadze – Kutaisi Mayoral Candidate

Work experience:

In 1981-1988 Grigol Vashadze worked in the Department of International Organizations at the Ministry of Foreign Affairs of the Soviet Union, then he served in the department of Space and Nuclear Arms. In 1988-1990 he was a graduate of the Diplomatic Academy; from 1990 to 2008 he was engaged in private business and managed the companies: “Georgia Arts Management” and “Gregory Vashadze and BR”; In 2008, he became Deputy Foreign Minister of Georgia; From November 2008 he was Minister of Culture, Monument Protection and Sport of Georgia; From December 2008 to October 2012, he served as Foreign Minister; Since 2017, he is a member of the political council of the United National Movement.

Property and business interests:

Grigol Vashadze last filled in the property declaration in 2012; according to the declaration, he and his family members own a residential house and an apartment in Tbilisi, an apartment in Moscow, 100 hectares of land in Tsinandali village, Telavi municipality. After completion of the declaration, Nino Ananiashvili, wife of Grigol Vashadze, acquired 600 m2 agricultural plot of land, located in the village Navardaantkari, Mtskheta. According to the Public Registry data, Nino Ananiashvili is 50% shareholder of “Nina ANANIASHVILI & WINE ART” ltd and 40% shareholder of LTD First Trading Company.

 

Besik Bregadze – First Number of Party List

Work experience:

He worked as a specialist in the Parliament of Georgia, then as the Chief Specialist of the Macroeconomic Planning Division of the Ministry of Finance of Georgia; he also served as a specialist ate the Agreements Registration Division of the Treasury Unit of the Ministry of Finance of Georgia. At various times, he was member of the Board of Young Economists Association of Georgia, branch coordinator; Deputy Mayor of Kutaisi, member of Kutaisi Sakrebulo, Director of "Kopitnari" Ltd, Mayor of Kutaisi. Currently, he is a member of Kutaisi Municipality Sakrebulo from the United National Movement.

Property and business interests:

Besik Bregadze and his family members own an apartment, a residential house and a plot of land in Kutaisi. According to the Public Registry data, Besik Bregadze also owns shares in the following companies: “Sakexpertservice” Ltd. (tax code 212867922),  “Crusaders”  ltd. (412672317) - 100% of shares, “LLC” (tax code - 412673548) - 100% of shares, LLC “Daika” (tax code: 212856248) - 25% of shares. From the companies owned by Besik Bregadze, Daika LLC has taken part in the tender (in 2016 Kutaisi City Hall was rendered service worth of 290 GEL through simplified procurement). In 2011, “LLC” won in the tender announced by Kutaisi City Hall, for the amount of 35 000 GEL.

Donations:

In 2012, Besik Bregadze donated 10 000 GEL to the United National Movement, in 2014 - 1200 GEL.

European Georgia - Movement for Freedom

Davit Gogisvanidze – Kutaisi Mayoral Candidate and First Number of Proportional List  

Work experience:

Davit Gogisvanidze is a doctor by profession; he was a member of Kutaisi Sakrebulo for three times from the “United National Movement”. At different times, he worked at the housing-exploitation department; he was a member of the Supervisory Board of Kutaisi Chkhobadze Regional Clinical Center for Medical Rehabilitation; he served as a Manager of Medical Service Quality and Health Programs at the same center; Deputy Chairman and one of the founders of Association of Georgian Doctors, Kutaisi and Imereti Regional Organizations.

Property:

Davit Gogisvanidze owns a residential house, a non-residential area and a plot of land in Kutaisi.  


 

“Dimitri Lortkipanidze, Kakha Kukava – Democratic Movement – Free Georgia”

Giorgi Tsulaia – Kutaisi Mayoral Candidate and First Number of the Party List  

Work experience:

Giorgi (Gogi) Tsulaia was twice the member of the Parliament of Georgia: in 1992, he became a Member of Parliament from “Conservative" (Monarchists) Party” and in 2008 – from the election bloc “National Movement – Democrats”. In 1996-1999, he was Deputy Chairperson of Dzelkviani Municipality in Kutaisi; in 1999-2000 - Chairperson of Kutaisi Dzelkviani Municipality; in 2000-2001 - Head of Kutaisi Dzelkviani Municipal Department; in recent years, Giorgi Tsulaia joined the party “Free Georgia” and supervises Imereti organization.

Property:

According to the Public registry data, Giorgi Tsulaia owns an apartment in Kutaisi.

 

Davit Tarkhan-Mouravi, Irma Inashvili – Alliance of Patriots of Georgia  

Grigol Bakhtadze – Kutaisi Mayoral Candidate and First Number of Party List

Work experience:

According to the Public Registry data, Grigol Bakhtadze owns a plot of land along with buildings in Khoni; an apartment in Kutaisi, an apartment in Tbilisi and a non-agricultural plot of land in Kutaisi. Grigol Bakhtadze is a director and shareholder of four limited liability companies, in particular, - “Bemoni” ltd – he is a director and 100% shareholder; he is a director and 25% shareholder of “Phazisi” ltd. 50% shareholder and director of “Legi” ltd; 100 % shareholder and director of “Bemoni XXI” ltd.

Donation:

In 2016-2017, Grigol Bakhtadze made 9 donations to the Alliance of Patriots of Georgia, in the total amount of 11 431 GEL.

 

Zestaponi Municipality

“Georgian Dream – Democratic Georgia”

Kakhaber Makhatadze – Zestaponi Mayoral Candidate

Work experience:

In 1988-1998, he worked as an engineer-technologist in Tbilisi Champagne Factory; In 1998-1999 he was director of Khashuri sausage and ice cream factory; In 1999-2003, he held the position of director of  Khashmi Wine Factory of the Georgian Patriarchate; In 2003-2011 he was head of the Agro Industry Department of the Patriarchate; In 2009-2010, he was a representative of the Patriarchate, a member of the Government Commission; From 2011, he is again the Director of Khasmi Wine Factory of the Georgian Patriarchate.

Property and business interests:

Kakhaber Makhatadze owns 100% of shares of LLC “KAP – Group”, LLC “GEO Lotto” and LLC “Gruzspirtprom”. He also owns 65% of shares in LLC “Imereti 2011” and 50% of shares in LLC “GVMT Group”. He owns 34% of shares in LLC “Imereti 777”. In September of the current year, he transferred position as well as management title of shares to other people.

In 2015, “Imereti 2011” concluded 3 agreements through simplified procurement, with the total value amounting to 1355 GEL.

Donations:

In 2016, Kakhaber Makhatadze donated 50 000 GEL to the Georgian Dream – Democratic Georgia; on 1 August 2017 – he donated 40 000 GEL.

 

Vakhtang Ghambashidze - First Number of the Party List

 

Work experience:

In 2007-2012, Vakhtang Gambashidze was the Logistics Officer at the Branch Network and Development Unit of JSC “Bank of Georgia”. In 2012-2014, he worked at the Tax Monitoring Service of the Revenue Service of the Ministry of Finance of Georgia. Since 2014, he is Deputy Gamgebeli of Zestaponi Municipality.

Property:

According to the declaration filled in by Vakhtang Ghambashidze in 2017, his father, Akaki Ghambashidze owns a residential house and a plot of land in Zestaponi.  

 

 

United National Movement

Davit Peradze – Zestaponi Mayoral Candidate and First Number of Party List  

Work experience:

Davit Peradze is a member of Zestaponi Municipality Sakrebulo.  In 2016, he was chairman of the faction “Democratic Movement”. As of today, he is a member of the “United National Movement”.

Property:

According to the  declaration  filled in by Davit Peradze in 2016, he owns a plot of land as well as a residential area in village Zeda Sakara.  His wife Tamar Khelashvili has two apartments in Tbilisi.

 

European Georgia – Movement for Liberty

Gela Skhiladze – Zestaponi Mayoral Candidate and First Number of Party List  

 

Work experience:

Gela Skhiladze worked as a state representative in emergency service in Zestaponi. Currently, he is a member of Zestaponi Sakrebulo, elected through majoritarian system. He obtained seat on behalf of the United National Movement; later on, he joined “Movement for Liberty - European Georgia”.

Property:

According to the Public Registry data, Gela Skhiladze owns a residential apartment in Zestaponi.

Donations:

In 2014, Gela Skhiladze donated 1200 GEL to the “United National Movement”.

 

Dimitri Lortkipanidze, Kakha Kukava – Democratic Movement - Free Georgia

Givi Tutberidze - Zestaponi Mayoral Candidate and First Number of Party List

 

Work experience:

Givi Tutberidze is a member of Zestaponi Sakrebulo and Chairman of Sakrebulo Faction “Zestaponi”.  

Property:

According to the declaration filled in by Givi Tutberidze in 2017, he owns a residential house, as well as a plot of land in Zestaponi.

Donations:

In 2015, he donated 50 GEL to the party “Free Georgia”.

Terjola Municipality

“Georgian Dream – Democratic Georgia”

Bondo Sopromadze – Terjola Mayoral Candidate

Work experience:

In 1991, Bondo Sopromadze was appointed as Head of Economic Department of Terjola Gamgeoba. In 1993-1994 he was director of Terjola District Auto-Moto-Service Union. Then, he was Head of Zestaponi customs office checkpoint; in 1997, he was Head of Finance, Tax and Statistics Office of Kutaisi Customs Service; in 2000 he worked as Head of Inspection and Control Department at the General Inspection of the Ministry of Revenue of Georgia. He served as Head of Monitoring and Control Division of General Inspection of the Ministry of Finance of Georgia; in 2010, he worked as Chief Specialist of Internal Audit Monitoring and Internal Control Division of the Ministry of Finance of Georgia; in 2014 – 2015, he was director of “Akhali Done” ltd. In 2015, he was appointed as Head of Financial Inspection Division of the General Inspection of the Ministry of Defense of Georgia; from 2015 till the end of the year, he was Head of the Special Investigation Division of the Military Police Department, the General Staff of the Ministry of Defense of Georgia.

Property and business interests:

According to the declaration filled in by Bondo Sopromadze in July 2017, he owns plots of land in Digomi village ($ 5,000), Gardabani and Terjola, as well as a residential house in Terjola, an apartment in Tbilisi and Kobuleti. His wife, Irma Chapichadze, owns a residential house, an apartment and a non-residential area in Tbilisi; his son Giorgi Sopromadze owns an apartment in Tbilisi.


Bondo Sopromadze is 100% shareholder of “Akhali Done” ltd. The company is managed by his son Giorgi Sopromadze.

 

European Georgia – Movement for Liberty

Tariel Panchulidze - Terjola Mayoral Candidate and First Number of Party List

Work experience:

Until 2016, Tariel Panchulidze was a member of the “United National Movement”. Later on, he joined the “Movement for Liberty - European Georgia”. During 2017 self-government elections,  he is a mayoral candidate and first number of party list from the “Movement for Liberty - European Georgia”.  

According to the Public Registry data, no property is registered on the name of Tariel Panchulidze.

Revaz Macharashvili – First Number of Party List

Work experience:

Revaz Macharashvili is a member of Terjola Municipality Sakrebulo and Chairman of the faction.  

Proeprty:

According to the declaration submitted in 2017, Revaz Macharashvili owns 3 plots of land, a residential area and a plot of land in Terjola.  

 

“Davit Tarkhan-Mourabi, Irma Inashvili – Alliance of Patriots of Georgia“

Khvicha Tskepladze – Terjola Mayoral Canidate and First Number of Party List  

Property and business interests:

Khvicha Tskepladze is 33.4% shareholder of “Auto Parking” Ltd; he is director and 67% shareholder of “Inevsting Georgia” Ltd. He is also director of “Alelta” Ltd and 100% shareholder. In addition, Khvicha Tskopladze is a member of the Board at “Antimonopoly, Anti-Corruption Organization Amiko”.

Donations:

In 2014-2016, Khvicha Tskepladze donated 89 234 GEL to the party “Davit Tarkhan-Mouravi, Irma Inashvili – Alliance of Patriots of Georgia”.  

 

Baghdati Municipality

“Georgian Dream – Democratic Georgia”

Archil Gogsadze – Terjola Mayoral Candidate

Work experience:

Archil Gogsadze worked in the Chamber of Control of Georgia. In 1998-2012 he served as Financial Manager, Deputy Director, and Executive Director of Cultural Heritage Protection Fund of Georgia; from 2016 till recently, he was acting Gamgebeli of Baghdati Municipality.

Property and business interests:

According to the declaration submitted in 2017, he owns two apartments in Tbilisi (in 2001, he purchase an apartment on Kazbegi Street for 20000 USD; in 2009, he paid 65,000 US dollars for a new apartment on the same street).

Archil Gogsadze holds the position of Director of Telavi Municipality “Wine Park”; in parallel, Archil Gogsadze is director and 50% shareholder of “Aguna” Ltd; he owns 50% of shares in “Grand” Ltd and 50% of shares in “Architect” Ltd.  Though, Archil Gogsadze has not reported ownership of shares of “Architect” in the declaration.

 

Shalva Mshvildadze – First Number of Party List

Work experience:

Shalva Mshvildadze is consultant of Baghdati Municipality Gamgebeli in the field of business promotion; he is also a member of the committee working on the issues of disabled persons. He is taking part in 2017 elections as the first number of the “Georgian Dream-Democratic Georgia”.  

 

United National Movement

Giorgi Robakidze – Baghdati Mayoral Candidate and First Number of Party List

Work experience:

In 1998-2002, Giorgi Robakidze was a member of Baghdati Sakrebulo. In 2004-2005, he was First Deputy Gamgebeli of Baghdati district; in 2005-2006 – he held the position of Bagdati district Gamgebeli. In 2006-2010 and 2010-2014, he was Chairman of Baghdati Municipality Sakrebulo. Since 2014, he is Chairman of Baghdati Sakrebulo faction “United National Movement”.   

Property:

According to the property declaration submitted in 2017, Giorgi Robakidze owns a plot of land and a residential area in Baghdati; His son, Jumber Robakidze – an apartment in Tbilisi (to purchase the flat in Tbilisi, they paid 44000 USD in 2016; for the house and plot of land in Baghdati - 20000 GEL in 2006).

European Georgia – Movement for Liberty

Shalva Datuadze - First Number of Party List

Work experience:

In 2004-2008, Shalva Datuadze serves as Deputy Governor and First Deputy Governer of Imereti.

Property:

According to the Public Registry data, Shalva Datuadze owns an apartment in Tbilisi.

Donations:

In 2014, Shalva Datuadze donated 1200 GEL to the “United National Movement”.  

 

Davit Tarkhan-Mouravi, Irma Inashvili – Alliance of Patriots of Georgia

Roland Gachechiladze – First Number of Party List

Work experience:          

Roland Gachechiladze is a member of Baghdati Municipality Sakrebulo. In 2014 local self-government elections, he got the seat in Sakrebulo by the party list of “Georgian Dream”; though, soon he left the ranks of the party. Now, he is running for elections by the list of “Alliance of Patriots”.

 

Khoni Municipality

“Georgian Dream – Democratic Georgia”

Lado Jurkhadze – Khoni Mayoral Candidate

Work experience:

In 2000-2006, Lado Jurkhadze held various positions at “Energy Generation”; in 2007, he started to work as an internal auditor in “Georgian State Electro system”; then, he became Financial Director of JSC “Transmsheni”; in 2009-2017 he worked as a financial director in the holding company “Caucasus Automotive Retail”. 

Property and business interests:

According to the Public Registry data, no property is registered on the name of Lado Jurkhadze. 

He is director and shareholder of several imitated liability companies; in particular:  “Global Energy Solutions” Ltd – director and 100% shareholder; “Batono Trevelidze” – director and 100% shareholder; “Makhauto” Ltd – director and 100% shareholder.

 

Valeri Bakhtadze – First Number of Party List

Work experience:

In 2001-2004, Valeri Bakhtadze was Chief Specialist of the Ministry of Labor, Health and Social Affairs; in 2003-2005, he worked as Head of Internal Transport Service of Baku-Tbilisi-Ceyhan Pipeline; in 2013-2014, he was an accounting specialist in the Ministry of Defense, Infrastructure Department; from 2014, he is Chairman of Khoni Municipality Sakrebulo.

Property:

According to the declaration submitted by Valeri Jurkhadze in 2017, his family owns a residential house, a non-residential area and a plot of land in Khoni, an apartment in Tbilisi.

 

United National Movement

Nazibrola Gegia – Khoni Mayoral Candidate and First Number of Party List  

 

Nazibrola Gegia is the mayoral candidate of the “United National Movement” in Khoni, though we could not obtain any information about her work experience or biography. According to the Public Registry data, no property is registered on her name.

 

European Georgia – Movement for Liberty 

Akaki Bobokhidze – Khoni Mayoral Candidate

Work experience:

In 1990-1992 he was a member of the Supreme Council of the Republic of Georgia. In 1992, he became chief advisor of the State Council. He served as Trustee of the Public Defender in 1998 -2001; in 2006, he was Chairman of the National Guard Department of the Ministry of Defense; in 2006-2008, State Trustee – Governor in Imereti region. Akaki Bobokhidze is a Member of Parliament of V, VI, VII, VIII and IX convocations.

Property:

According to the property declaration submitted by Akaki Bobokhidze in May 2017, he and his family members own three residential houses in Tbilisi;  plots of land in Tbilisi, Kutaisi and Sagarejo (in 2004, Akaki Bobokhidze paid 80,000 GEL to purchase a flat in Digomi, Tbilisi; in 2005, his wife Nana Goderdzishvili purchased 45 hectares of land in Sagarejo for 13,200 GEL;  in 2010, Bobokhidze acquired a house in Vashlijvari for 90000 USD; in 2011 -  a house in in Tbilisi, on Guramishvili Avenue for $ 36000. The recent acquisition is dated by 2013 – Bobokhidze acquired 200 m2 plot of land in Kutaisi for 39000 USD).

Donations:

In 2012 -2016, Akaki Bobokhidze donated 35 990 GEL to the “United National Movement” and in 2017 – 15 000 GEL to the “European Georgia – Movement for Liberty”.

 

Zurab Jibukhaia – First Number of Party List

Work experience:

Zurab Jibukhia is former Gamgebeli of Khoni. In 2014, he was arrested on the fact of illegal collection of timber; at that time, he was taking part in Gamgebeli elections from the “United National Movement” and was defeated by the “Georgian Dream “candidate in the second round.

Property:

According to the Public Registry data, Zurab Jibukharia owns homestead land and a house in Satsulukidzeo village of Khoni Municipality.

 

Vani Municipality

“Georgian Dream – Democratic Georgia”

Aleksandre Gogorishvili – Vani Mayoral Candidate

Work experience:

Since 1992, Aleksandre Gogorishvili is Vani Branch Manager of “Liberty Bank”.

Property:

Aleksandre Gogorishvili of co-owner of a plot of land and of a house in Vani Municipality.


 

Aleksandre Liluashvili – First Number of Party List

Work experience:
