Estonia's new sanctions on Bidzina Ivanishvili's obedient judges, prosecutors, police officers, and politicians

On March 4, 2025, Estonia announced new visa sanctions targeting officials from Georgia’s judiciary and law enforcement system—judges, prosecutors, and police officers—as well as politicians and leaders of Alt-Info, a total of 55 individuals.

Most of them have been involved in unlawful criminal prosecutions or administrative proceedings against participants in civil protests. The sanctioned individuals also include members of Georgian Dream parliament who were involved in the attack on Lasha Gabitashvili in Abu Dhabi, as well as a former MP.

Below is the list of individuals sanctioned by Estonia, along with references to specific cases:

1. Judges:

  • Irakli Khuskivadze – involved in the cases of Irakli Miminoshvili, Nikoloz Javakhishvili, Giorgi Gorgadze, Tornike Goshadze, Insaf Aliev, Zviad Tsetskhladze, Vepkhia Kasradze, Vasil Kadzelashvili, Anton Chechin, and Tedo Abramov.
  • Tamar Mchedlishvili – involved in the cases of Andro Chichinadze, Onise Tskhadadze, Guram Mirtskhulava, Luka Jabua, Jano Archaia, Ruslan Sivakov, Valeri Tetriashvili, Revaz Kiknadze, Giorgi Terishvili, Irakli Kerashvili, Sergei Kukharchuk, Nika Katsia, and Aleksandre Elisashvili.
  • Ketevan Jachvadze – involved in the cases of Andro Chichinadze, Onise Tskhadadze, Guram Mirtskhulava, Luka Jabua, Jano Archaia, Ruslan Sivakov, Valeri Tetriashvili, Revaz Kiknadze, Giorgi Terishvili, Irakli Kerashvili, and Sergei Kukharchuk.
  • Lela Maridashvili – involved in the cases of Saba Skhvitaridze, Anatoli Gigauri, and Giorgi Akhobadze.
  • Levan Kolbaia – involved in the cases of Mzia Amaghlobeli, Mamuka Jorbenadze, Guram Mikeladze, Davit Gvianidze, Andro Kakabadze, and Giorgi Davitadze.
  • Davit Mgeliashvili – involved in the cases of Anzor (Anri) Kvaratskhelia, Saba Jikia, Anatoli Gigauri, Mate Devizde, Giorgi Akhobadze, and Anton Chechin.
  • Nana Shamatava – involved in the cases of Davit Lomidze, Teimuraz Zasokhashvili, and Archil Museliants.
  • Nato Khujadze – involved in the cases of Davit Lomidze, Teimuraz Zasokhashvili, Saba Skhvitaridze, and Davit Khomeriki.
  • Giorgi Gelashvili – involved in the case of Giorgi Okmelashvili.
  • Natia Gudadze – involved in the cases of Saba Meparishvili and Omar Okribelashvili.
  • Teona Epitashvili – involved in the cases of Giorgi Mindadze and Daniel Mumladze.
  • Arsen Kalatozishvili – involved in the cases of Daniel Mumladze, Giorgi Akhobadze, Irakli Miminoshvili, Nikoloz Javakhishvili, Giorgi Gorgadze, Tornike Goshadze, Insaf Aliev, Zviad Tsetskhladze, Vepkhia Kasradze, and Vasil Kadelashvili.
  • Lela Kalichenko – involved in the cases of Archil Museliants, Lasha Chkhaidze, and Tedo Abramov.

  • Malkhaz Okropirashvili – involved in the case of Mzia Amaghlobeli.
  • Vera Dolidze – involved in the case of Mzia Amaghlobeli.
  • Irma Togonidze – sentenced the following participants of the Batumi protest to administrative detention: Temur Katamadze, Guram Murvanidze, Vazha Darchia, Mate Tsenteradze, Goderdzi Frangishvili, Malkhaz Iremadze, Giorgi Gabaidze, Lasha Gabaidze, and Levan Khorava. Additionally, she fined protester Tatia Abuladze 2,000 GEL.
  • Guliko Kazhashvili – sentenced the following participants of the Batumi protest to administrative detention: Elizbar Chkhikvadze, Luka Natsvlishvili, Giorgi Kakaladze, and Shushana Matsaberidze.

  • Gocha Vanadze – Deputy Head of the Batumi Police Department, one of the figures in the case of Mzia Amaghlobeli.
  • Nodar Zenaishvili – False witness in the case of Mzia Amaghlobeli.
  • Berdia Peradze – False witness in the case of Mzia Amaghlobeli.
  • Giorgi Chareqashvili – False witness in the case of Davit Gogilashvili.
  • Tornike Menabde – False witness in the case of Davit Gogilashvili.
  • Sulkhan Kiknadze – False witness in the case of Beatrice Klimenko.
