Local self-government elections 2014: TI Georgia’s statement regarding electoral processes (16:00-20:00pm)
By the end of voting, Transparency International (TI) Georgia had observed approximately 25 serious and nearly 15 less serious violations of electoral procedures throughout the country. Our observers had filed 15 complaints by 20:00. TI Georgia assesses the election day as generally calm and safe. However, TI observers were able to note an especially high number of violations and some instances of tension in certain electoral districts, i.e. in Martvili and Zugdidi districts.
The most significant violations of electoral procedures that occurred between 16:00 to 20:00 are described below:
- In some cases, TI Georgia observers noted doubtful practises of mobilization and transportation of voters by minibuses;
- In Kharagauli polling station #8, the village governor conducted unequivocal propaganda. Other activists of the ruling party were doing the same. In fact, the governor warned voters that if they did not vote for GD, the provision of their social assistance benefits would be stopped. They also asked constituents who they had voted for. Such individuals showed aggressive behavior towards observers;
- In Zugdidi polling station #42 (Darcheli village) at 3:40pm, ballots were founds in one of the rooms. There was no acceptance paper in the polling station to show the number of received ballots. Consequently, there is still no information about how many ballots were received;
- A marking identifier device was not operational. A complaint was filed in Martvili polling station #18;
- The summary protocol was signed in advance in Chughureti polling station #11.
Overall, most of the procedural violations were observed during the first part of the day, while the number of such violations significantly decreased afterwards. In conclusion, we would like underline the following problems that TI observers were able to note during the day:
- 5 polling station administrations preventing observers from fulfilling their mission;
- 4 cases of political parties assigning more representatives to polling stations than allowed by the Election code;
- Cases of violations related to inking at 5 polling stations;
- Two inaccuracies in the mobile box electoral list at 2 polling stations;
- Ballot-related violations at 2 polling stations;
- Instances of voting with improper identification documentation at 2 polling stations.
Transparency International Georgia will give a final assessment of the election day at 13:00 on June 16 at NGO media centre.
