Last October, the Election Code Working Group (ECWG) – a body involving the ruling National Movement and opposition parties – was formed as a negotiating forum where the various parties could propose amendments to the law on elections.

Last October, the Election Code Working Group (ECWG) – a body involving the ruling National Movement and opposition parties – was formed as a negotiating forum where the various parties could propose amendments to the law on elections.
One of the main points of discussion within the ECWG framework has been reforming the electoral system (i.e. the manner in which the winners of Parliamentary elections are determined), and several proposals for doing so have emerged from different groups of political parties. As mentioned in the joint NGO statement, we are carefully observing the negotiation process undertaken by the ECWG on changes to the electoral system.
To help people better understand the various proposals for reform, we decided to start by explaining how the present electoral system works. We have created a short video which explains the current process by which Members of Parliament are elected.
