Statement Regarding Expected Dismissal of Employees From the Municipal Administration of Zugdidi

On June 7th and 8th , all the employees of the Municipal Administration of Zugdidi received a notice about expected dismissal due to the reduction of positions in the municipal body. The head of the Municipal Administration of Zugdidi, Edisher Toloraia, issued the relevant order on June 6th.

The reason for the expected dismissal is unknown by the employees of the municipal administration, according to Maia Gurtskaia, head of the Public Relations Service of the Municipal Administration of Zugdidi.       

Edisher Toloraia, told journalists that some structural reshuffling might occur, while he neither confirmed nor denied the information about reduction of the number of employees.

In the view of TI Georgia, structural changes of any sort and reduction of the number of employees are undesirable in the run-up to the elections, because this may be used for exerting pressure on concrete civil servants.    

Furthermore, considering that the municipal administration still does not have a concrete stance regarding the necessity of this or the structural unit or position, we believe that the said reorganization, as well as a number of similar facts that we have appealed in the courts of various instances, has a formal character and may serve the pre-election interests of a concrete political group.          

In addition, it is also suspicious that the possible changes are carried out in the sixth month of the budget year instead of during  its beginning or end when the municipality could have carried out certain reorganization with the aim of economizing budget resources and/or improving the performance of its structural units.

Finally, if the necessity and inevitability of reorganization is properly substantiated, we call on the administrative body to provide maximum protection of the labor and legal interests of the civil servants employed in its structures.
