Monitoring Report on the Implementation of the 2023 National Action Plan (NAP) for EU Integration (January – December 2023)
Transparency International Georgia developed the Annual Monitoring Report on the Implementation of the 2023 National Action Plan for EU Integration. The objective of the report is to provide information on the implementation of the activities outlined in the government’s Action Plan on anti-corruption efforts and judicial reform. The report covers a period from January through December 2023.
The National Action Plan (NAP) for Georgia’s EU Integration fails to address the priorities and objectives outlined in the Association Agenda. Furthermore, it overlooks significant challenges in both the Fight against Corruption and Judicial Reform components.
The Action Plan focused exclusively on incremental changes, with many proposed activities lacking a result-oriented, innovative, and evidence-based approach. Even if all activities outlined in the Action Plan were fully implemented, the underlying fundamental challenges would have remained unresolved.
Even though the Action Plan lacks robust measures or substantial actions, the level of its implementation is low:
- Only 24% of the Activities (6 Activities) under the Fight against Corruption and Judicial Reform components of the National Action Plan for EU Integration have been fully implemented.
- The LEPL High Council of Justice lags significantly behind other responsible agencies, having failed to execute 90% of the planned activities (only 1 activity out of 10 has been partially implemented).
