Nepotism and Signs of Alleged Corruption in Adigeni City Hall

Jemal Kimadze, who is the brother of Adigeni Mayor Gocha Kimadze, has been serving as the director of the N(N)LP Adigeni Improvement and Cleaning Service since 2021. This constitutes a conflict of interest under the Law of Georgia on the Fight against Corruption. After Jemal Kimadze’s appointment, his son, Jumber Kimadze received GEL 103,829 from Adigeni City Hall through direct procurements.

Jemal Kimadze was appointed as the director of the N(N)LP Adigeni Improvement and Cleaning Service five months before his brother, Gocha Kimadze became the Mayor of Adigeni. Although Gocha Kimadze assumed office on October 28, 2021, he did not remove his brother as director of N(N)LP.

The Law of Georgia on the Fight against Corruption prohibits the appointment of a close relative of an official to a position that is under the official’s supervision, except when appointed through a competition. The director of N(N)LP is appointed by the Mayor for an indefinite term and is accountable to the Mayor.

Between June and August 2021, Adigeni City Hall signed seven direct procurement contracts with Jemal Kimadze’s son, totaling GEL 103,829. Prior to this, Jumber Kimadze had only received two direct procurement contracts from the local municipality, totaling GEL 9,949, over a two-year period.
