Statistics of donations

From April 1 through June 30, 2023, all the parties have received donations of GEL 453,336 in total. Of this, the largest amount – GEL 218,300 – was donated to the Lelo for Georgia (Lelo) party, the Georgian Dream (GD) ranked second with GEL 108,000, and the United National Movement (UNM) ranked third with GEL 90,790 (for full statistics, see the figure below).

In terms of the number of donors, similarly to the previous quarter, the Labor Party – which has received a donation 44 times in the reporting period – is still taking the lead. This time, too, most of these donations consisted of small amounts (GEL 109 on average).  

 

Overview of donors of the Georgian Dream

During the reporting period, the Georgian Dream had three donors altogether who donated GEL 108,000 in total to the party. Two of the three donors, Otar Putkaradze and Davit Devadze, are business partners of Nukri Dolidze;[1] their common company, Bondi-2009, won tenders with a total value of GEL 35 million in the same period.

Otar Putkaradze and Davit Devadze donated GEL 100,000 in total to the Georgian Dream on the same day, June 6. Putkaradze had also donated GEL 60,000 to the ruling party in 2021. Devadze and Putkaradze are partners in three companies: Fish Point LLC, Fishermen’s Association LLC, and Bondi-2009 LLC. Especially interesting is Bondi-2009, in which one more partner of theirs is a former member of the Batumi City Council, Nukri Dolidze. During the period of March-June this year, the Bondi-2009 company won tenders with a total value of more than GEL 35 million. Since 2012, Bondi-2009 has won tenders with a value of up to GEL 190 million and obtained simplified procurement contracts with a value of more than GEL 800,000, while the partners of this company have donated GEL 270,000 in total to the Georgian Dream.

Other facts

  • During the period of April-June, the State Audit Office (SAO) requested information on 32 natural persons who had donated money to 11 political parties from the Revenue Service, in order to verify the lawfulness of the donations. The received information confirmed that 28 persons had enough revenues to make a donation, while 4 of them did not.   
  • Regarding these 4 persons, the SAO requested additional information from commercial banks. Two of these were donors of the United National Movement, while 2 were donors of the Conservative Movement.
