What challenges will the anticipated British sanctions pose for Bidzina Ivanishvili?

Fifteen members of the UK House of Commons have called on the executive branch to impose sanctions on Bidzina Ivanishvili.

If the UK sanctions Bidzina Ivanishvili and his family members, nearly the entire business empire of the Ivanishvili family would be affected by financial sanctions, as these companies are ultimately registered in the UK’s territories (the British Virgin Islands and the Cayman Islands).

The sanctions would encompass over 95 Georgian companies owned by the Ivanishvili family, including:

  • Cartu Bank
  • Cartu Foundation
  • Galleria Tbilisi
  • Axis Towers
  • Heidelberg Cement, co-owned with Irakli Rukhadze, the proprietor of TV Imedi, the primary propaganda outlet of the "Georgian Dream" party.
  • Georgian Tourism Development Fund, which owns Ivanishvili’s hotels: Paragraph in Tbilisi, Shekvetili, and Abastumani, among others.
  • Poti Free Industrial Zone, co-owned with Vano Chkhartishvili.
  • Russian company LLC Aqua Space, which manages the Ivanishvili family’s residences in Moscow.

The United Kingdom operates under a stringent sanctions regime. Financial sanctions imposed by the UK involve freezing assets and suspending access to financial services, resources, and markets.

The UK includes so-called offshore territories such as the British Virgin Islands and the Cayman Islands, where Bidzina Ivanishvili’s companies are registered. Under UK legislation, sanctions imposed by the UK extend to these offshore territories.

It is worth noting that the sanctions are justified by reasons including the halting of Georgia’s EU integration process, excessive use of force against peaceful protesters, undermining democracy, facilitating Russian influence in Georgia, and the U.S. sanctions already imposed on Bidzina Ivanishvili.
