Incomplete asset declarations and activities incompatible with office in Tskaltubo and Terjola Municipalities
Transparency International Georgia continues to study asset declarations submitted by public officials. This time, the report concerns the officials of Tskaltubo and Terjola Municipalities who, in 2017-2018, submitted incomplete declarations, failed to indicate their own and/or their family members’ involvement in commercial activities and who participate in activities incompatible with their office.
Within the framework of the research, we examined up to 70 asset declarations submitted by officials. We discovered five incomplete declarations submitted in Tskaltubo Municipality and four – in Terjola. In addition, three instances of participation in activities incompatible with office were revealed in Terjola. These are a violation of the Law on Conflict of Interest and Corruption in Public Institutions.
A noteworthy discovery was made whereby a company owned by a Council faction chairman signed numerous contracts with Terjola Municipality as a result of undergoing a simplified procurement procedure.
Nodar Panchulidze – Deputy Council Chairman
In the declaration submitted in January 2018, Nodar Panchulidze failed to indicate that he owns 100 percent of shares of Imereti 2017, LLC. He is also a director of Berta Imereti, LLC – a violation of the provisions of the Law on Conflict of Interest and Corruption in Public Institutions which prohibits a public official from heading an entrepreneurial institution.
Nodar Panchulidze donated GEL 6,000 to the United National Movement in 2012.
Konstantine Amashukeli – Chairman of the Georgian Dream – Industrialists Faction of the Council
The declaration submitted by Konstantine Amashukeli in 2017 shows that he is a director and a shareholder of Skhivi, LLC and Skhivi 2015, LLC. Amashukeli indicated in his declaration that these entrepreneurial legal entities ceased their activities in February 2017 but the information obtained from the Public Registry shows that both entities have their status marked as active. Correspondingly, Konstantine Amashukeli is in violation of the provision of the Law on Conflict of Interest and Corruption in Public Institutions which prohibits an official from heading an entrepreneurial institution.
It is also noteworthy that Skhivi 2015, LLC participated in tenders and, in 2015 and 2016, signed two contracts with Terjola Municipality through simplified procurement procedure on provision of internet services.
Bondo Sopromadze – Mayor of Terjola
In the declaration submitted in July 2017, Bondo Sopromadze failed to indicate that he owns 100 percent of shares of Akhali Done, LLC. He only mentioned that his son, Giorgi Sopromadze, is the head of Akhali Done, LLC.
Avtandil Uriadmkopeli – Head of the Finance and Budget Service at the Mayor’s Office
Nugzar Panchulidze – Head of Economic and Property Management Service at the Mayor’s Office
In the declaration submitted in 2017, Nugzar Panchulidze failed to indicate that he is a director of Kolkhida, LLC – a violation of the provisions of the Law on Conflict of Interest and Corruption in Public Institutions which prohibits a public official from heading an entrepreneurial institution.
Furthermore, Nugzar Panchulidze did not mention in his declaration that his wife, Natela Gabelashvili, is the head and owner of shares of the following companies:
- Panini, LLC – owner of 100 percent of shares and director;
- Alt-Solution, LLC – owner of 100 percent of shares and director.
Tengiz Nizharadzhe - Chairman of the City Council Health and Social Issues Commission
Giorgi Dolidze – Chairman of the Georgian Dream – Industrialists Faction of the Council
In the declaration submitted in September 2017, Giorgi Dolidze failed to indicate that his aunt, Mariam Chikhladze, owns a house and a land plot in Kutaisi and co-owns a non-agricultural land plot in Tskaltubo.
Sergo Kirkitadze - Chairman of the Georgian Dream – Conservatives Faction of the Council
In the declaration submitted in September 2017, Sergo Kirkitadze failed to indicate that he owns 100 percent of shares of Dansi, LLC. He also failed to mention in the declaration that his wife, Ana Tsitsilashvili, is a director of Progress + 2006, LLC.
Mamuka Saghareishvili – Chairman of the United National Movement Faction of the Council
Giorgi Chakvetadze – Head of the Military Registration, Conscription and Mobilization Service at the Mayor’s Office
Checking asset declarations of public officials is one of the most important tools of combating corruption. Correspondingly, Transparency International Georgia calls on the Civil Service Bureau to start monitoring asset declarations of the persons mentioned in the study based on the presented information.
