The overall goal of this project is to promote free and fair elections and contribute to improved election environment in Georgia.

Specific objectives are to:

• Raise awareness about the abuse of state resources (ASR) in the run-up to the 2013 Presidential and 2014 Local Municipality elections;
• Minimize the abuse of state resources during 2013 Presidential and 2014 Local Municipality elections;
• Increase transparency and accountability of political parties’ campaign spending;
• Improve the understanding of civil society groups and election administration of how to monitor and control the use of state resources and campaign finance (CF);
• Make the government and political parties more accountable to public during elections.
