The Mayor of Senaki awards public procurements worth over GEL 7 million to the father of his friend and business partner

Apo LLC, which is owned by Amiran Apakidze – the father of Giorgi Apakidze, a former business partner and friend of the Mayor of Senaki, Vakhtang Gadelia – receives most of its procurements from the Senaki City Hall. Since Vakhtang Gadelia became the Mayor in 2021, Apo LLC has received 20 tenders worth GEL 5,293,214 and 14 simplified procurements with a value of GEL 1,821,626 from the Senaki City Hall.
Apo LLC was founded in 2014, and its only owner and director is Amiran Apakidze. Since the day of its founding, the company has been actively winning tenders. During this period, it has won 99 tenders worth GEL 13,060,144 in total, as well as 42 simplified procurements with a value of GEL 3,289,633. In 41 of the tenders won, Apo LLC had no competitors, while it obtained 14 procurement contracts through disqualification of competitors.
The current Mayor of Senaki, Vakhtang Gadelia, was a business partner of Amiran Apakidze’s son, Giorgi Apakidze. In 2017, they co-founded the Construction Group company. In 2019, Vakhtang Gadelia transferred his stake to Giorgi Apakidze free of charge, and the company was simultaneously renamed Vertisoli. Vertisoli LLC also actively participates in tenders, primarily supplying verical and roller blinds to procuring organizations. Since 2018, the company has won tenders worth GEL 1,257,385 in total, and also received 105 simplified procurement contracts worth GEL 265,557. The owner of the company, Giorgi Apakidze, is also a political donor – in 2025, he donated GEL 60,000 to the Georgian Dream party.
The aforementioned circumstances and the direct or indirect links of Apo LLC with the Mayor of Senaki and the Georgian Dream raise doubts regarding the lawfulness of its participation in public procurements, which calls for an impartial and objective investigation. Therefore, we call upon the Anti-Corruption Bureau and the Prosecutor’s Office of Georgia to study each procurement and to establish whether they contain signs of corruption.
