We are requesting the annulation and recount of the votes cast in 42 electoral precincts

06 November, 2020

Transparency International Georgia filed a total of 108 complaints in district and precinct election commissions in regard to the violations from the October 31 parliamentary elections. Out of these 108 complaints:

46 complaints were related to the violations that occurred on election day. 41 complaints were rejected and 5 were approved. In one case, the results of the mobile ballot box were annulled due to procedural irregularities. In four other cases, disciplinary action was imposed on the commission members for various violations.

62 complaints were related to the imbalance of the summary protocol of election results.

Our organization requested the annulation and recount of votes in all 62 precincts due to the imbalance of the summary protocol of election results.

  • 40 complaints were rejected
  • 19 complaints were not discussed

The district election commission made a recount of votes in 3 precincts

The recount of votes in Georgia’s precinct 03.03.52 showed the following:

  • The field for the number of votes received in the summary protocol for “Giorgi Vashadze - Strategy Agmashenebeli” said 3, the recount showed that it was actually 33 votes.

  • The field for the number of votes received in the summary protocol for “Aleko Elisashvili - Citizens” said 2, the recount showed that it was actually 42 votes.

  • The field for the number of votes received in the summary protocol for “Davit Tarkhan-Mouravi, Irma Inashvili - Alliance of Patriots of Georgia” said 1, the recount showed that it was actually 21 votes.

The recount of votes in Georgia’s precinct 06.07.25 showed that there was a shortage of 19 ballot papers in the voting box. These ballot papers were considered lost and the district commission amended the summary protocol.

The recount of votes in Georgia’s precinct 29.79.19 showed that the number of voters indicated in the summary protocol exceeded the number of signatures in registration journals by 1334 persons. The district election commission compiled a new summary protocol as a result of this finding.

Transparency International Georgia will appeal in court the results of the 42 precincts that were particularly problematic. We are requesting the annulation and recount of the election results in these 42 precincts.
