Former MP’s path from the United National Movement to becoming a donor for Georgian Dream and 306 million GEL received from state procurements

Tsekuri LLC, owned by former MP Sergo Khabuliani and his son, has accumulated 306,909,196 GEL from state procurements since 2011. Sergo Khabuliani owns 63% of the shares in Tsekuri LLC and his son Beka Khabuliani owns 37% of the shares and serves as the company director. 

Sergo Khabuliani entered Parliament in 2012 as a Majoritarian MP representing Tsageri from the United National Movement party. Following a shift in government, he transitioned to an independent MP. Between 2018 and 2020, Sergo Khabuliani, along with his wife Lela Meshveliani, and their children Beka and Irakli Khabuliani, as well as their company Tsekuri LLC, collectively contributed 398,000 GEL to Georgian Dream and the independent presidential candidate, Salome Zurabishvili, in particular:

  • In 2018, Sergo Khabuliani donated 60,000 GEL to the independent presidential candidate, Salome Zurabishvili, and 110,000 GEL to the Georgian Dream - Democratic Georgia party in 2020-2021;
  • In 2018, Beka Khabuliani donated 60,000 GEL to the independent presidential candidate, Salome Zurabishvili, and 120,000 GEL to the Georgian Dream - Democratic Georgia party in 2020-2021;
  • In 2018, Irakli Khabuliani donated 3,000 GEL to the independent presidential candidate, Salome Zurabishvili;
  • Lela Meshveliani donated 5,000 GEL to the independent presidential candidate, Salome Zurabishvili;
  • In 2017, Tsekuri LLC donated 40,000 GEL to the Georgian Dream - Democratic Georgia party.

Tsekuri’s participation in state procurements

Since 2011, Tsekuri LLC has been participating in state procurements and has been awarded contracts totaling 306,909,196 GEL. The company generated 290,476,745.8 GEL from tenders and 16,432,450 GEL through 23 simplified procurement contracts.

In 33 out of the 68 tenders won by Tsekuri LLC, the company faced no competition, while in 16 cases, its success stemmed from the disqualification of competing participants.

Tsekuri LLC primarily provides services to the Roads Department, having won 27 tenders and additionally securing 7 contracts through simplified procurement processes.

As per Transparency International Georgia's assessment, Tsekuri LLC's involvement in state procurements has raised concerns regarding the integrity of the process. We urge both the Anti-corruption Agency of the State Security Service and the Prosecutor’s Office to conduct thorough examinations of each procurement, assessing for any signs of corruption.
