In order to keep voters informed in the run-up to the 2020 parliamentary elections, Transparency International Georgia is looking into all of the majoritarian candidates nominated by political parties – specifically their business connections and political donations.

This time we present information about the candidates of the opposition parties who showed a rating of more than 1% in the latest public opinion polls. These parties are:

• European Georgia - Movement for Freedom
• Strategy Aghmashenebeli
• Alliance of Patriots
• Labor Party
• Aleko Elisashvili – Citizens
• Lelo
• New Political Center - Girchi

We examined the business activities of majoritarian candidates and their family members, the participation of their companies in public procurement and privatization of state-owned property (covering the period from 2012 to October 13, 2020), political donations made by these persons and their business partners, and asset declarations of former public officials nominated as candidates.

It should be noted that Transparency International Georgia lacks the ability to verify whether the companies mentioned in the study are active, as the information required for this purpose is a tax secret.

European Georgia - Movement for Freedom

• Out of 20 majoritarian candidates nominated by the European Georgia - Movement for Freedom party, 7 are involved in entrepreneurial activities (in 4 cases only a family member is involved in such an activity). These candidates are affiliated with a total of 15 companies.
• 16 candidates, their family members and business partners donated a total of GEL 466,818 to the European Georgia in 2017-2020. The largest donor of the party is Giga Bokeria (together with his family and business partners) with GEL 147,900. He is followed by Akaki Bobokhidze – GEL 78,145 and Levan Tarkhnishvili – GEL 45,746.
• 14 candidates (personally or their associates) have donated to other election subjects in the past. For example, 12 candidates donated GEL 224,132 to the United National Movement.
• The companies currently associated with 4 candidates have received GEL 798,222 from public procurement in 2011-2020. These candidates are: Giga Bokeria, Otar Kakhidze, Tariel Nakaidze and Levan Tarkhnishvili.
• In the case of one candidate, the requirements of the Law on Conflict of Interest and Corruption in Public Institutions were violated. Giga Bokeria did not fully reflect his business connections in the last asset declaration filled in as a member of the Parliament of Georgia.
• Only one candidate, Ahmed Imamkuliev, is not engaged in entrepreneurial activities and has not made any political donations.

Gigi Ugulava
Majoritarian candidate in Zugididi election district
Currently: Secretary-General of the party European Georgia - Movement for Freedom
Past: Tbilisi Mayor in 2005-2013, Governor of Samegrelo and Zemo Svaneti in 2004

Gigi Ugulava is not engaged in entrepreneurial activities. In 2019, he donated GEL 8,585 to the party European Georgia - Movement for Freedom.

Giga Bokeria
Majoritarian candidate in Poti, Khobi and Senaki election district
Currently: Deputy Leader of the Parliamentary Minority, Chairman of the Political Council of the European Georgia - Movement for Freedom
Past: MP in 2004-2008 and 2016-2020, Deputy Minister of Foreign Affairs of Georgia in 2008, Secretary of the National Security Council of Georgia in 2010-2013

Giga Bokeria himself is not involved in entrepreneurial activities. His wife Tamar Chergoleishvili owns shares in 4 companies and / or holds the director’s position:

Giga Bokeria filed the last asset declaration on December 30, 2019, where he did not indicate his wife's shares in two companies: Tabula Advertising LTD and Tabula Media LTD, which contradicts the requirements of the Law on Conflict of Interest and Corruption in Public Institutions.

In total, Giga Bokeria, his wife and his wife's business partners donated GEL 134,705 to the European Georgia - Movement for Freedom party. Giga Bokeria personally donated GEL 68,225 to European Georgia in 2017-20. In 2015, he donated GEL 4,996 to the United National Movement. His wife Tamar Chergoleishvili donated GEL 40,480 to the European Georgia in 2017-2020. Tamar Chergoleishvili's business partners Anastasia Bendukidze (from the company Weekly Information-Analytical Magazine Tabula LTD.) and Giorgi Pruidze (from the company Tabula Media LTD) donated GEL 11,000 and 15,000, respectively, to the European Georgia in 2018.

Tabula Weekly Information-Analytical Magazine LTD received 6 simplified public procurement contracts worth GEL 64,494 in 2012 from the Agency of Protected Areas. Through this company, Tamar Chergoleishvili is also connected with another majoritarian candidate nominated by the European Georgia - Otar Kakhidze.

Tariel Nakaidze
Majoritarian candidate in Khelvachauri, Keda, Shuakhevi and Khulo election district

Tariel Nakaidze owns shares in 3 companies and is an individual entrepreneur:

TRANSLATION CENTER LTD received 51 small direct public procurement contracts worth GEL 8,619 in 2012-2016.

Elene Khoshtaria
Majoritarian candidate in Vake election district

Past: First Deputy State Minister for European and Euro-Atlantic Integration 2007-2012

Elene Khoshtaria is not engaged in entrepreneurial activities. In 2017-2019, she donated GEL 10,545 to the party European Georgia - Movement for Freedom.

Levan Tarkhnishvili

Past: MP in 2015-2016, Chairman of the Central Election Commission in 2007-2010

Levan Tarkhnishvili donated GEL 31,000 to the United National Movement in 2013-2016, and GEL 45,746 - to the European Georgia - Movement for Freedom party in 2017-2020. His wife, Anna Tarkhnishvili, donated GEL 5,000 to the European Georgia in 2020.

Levan Tarkhnishvili's wife Ana Tarkhnishvili owns shares in 3 companies

Ana Tarkhnishvili's company, BCG Research LTD, won 28 public tenders in 2011-2020, with a total value of GEL 725,109.

Irma Nadirashvili
Majoritarian candidate in Rustavi and Gardabani election district

Past: MP in 2012-2016

Irma Nadirashvili is not involved in entrepreneurial activities. Her husband Davit Dagelashvili owns 25% of Mediation Group Georgia LTD.

Irma Nadirashvili donated GEL 29,982 to the European Georgia - Movement for Freedom party in 2017-2020. Her husband Davit Dagelashvili donated 20,000 GEL to the United National Movement in 2015-2016.

Akaki Bobokhidze

Otar Kakhidze donated GEL 27,195 to the European Georgia - Movement for Freedom party in 2017-20, and GEL 60,000 - to the United National Movement in 2016.

Sergo Ratiani

Majoritarian candidate in Isani election district
Past: MP in 2012-2016, Deputy Minister of Justice of Georgia in 2010-2012

Giorgi Vashadze is not involved in entrepreneurial activities. His wife Ketevan Sichinava is the director of Fichi LTD and Nara LTD and owns 50% and 45% of these companies, respectively.

Giorgi Vashadze donated GEL 84,500 to the Civic Platform - New Georgia in 2017-2018, GEL 84,500 - to Strategy Aghmashenebeli in 2017-2018, and GEL 20,500 - to the United National Movement in 2012-15. In addition, his wife Ketevan Sichinava donated GEL 110,000 to Strategy Aghmashenebeli in 2016-2020, GEL 50,000 - to the Civic Platform - New Georgia in 2016 and GEL 9,000 - to the Successful Georgia.

Tamar Charkviani

Tamar Charkviani is the director of Morkinali-1 LTD and the director and 100% owner of Georgian Word, Literature, Art, Politics LTD.

The Alliance of Patriots

• Out of 29 majoritarian candidates nominated by the Alliance of Patriots, 14 are involved in entrepreneurial activities (in one case only a family member is involved). These candidates are affiliated with a total of 24 companies (5 of them are individual entrepreneurs).
• 9 candidates donated a total of GEL 362,530 to the Alliance of Patriots. Most of this amount (GEL 287,000) was donated to the party by 5 candidates in a short period of time - September 4-21, 2020.
• The companies currently affiliated with the 3 candidates received GEL 67,172 from public procurement contracts in 2013-2020. These candidates are: Soslan Garsevanishvili, Archil Benidze and Erekle Saghliani.
• In the case of one candidate, the requirements of the Law on Conflict of Interest and Corruption in Public Institutions were violated. Irma Inashvili did not transfer the right to manage the shares of her companies to another person.
• 11 candidates are not engaged in entrepreneurial activities and have not made political donations. These candidates are: Artashes Hakobyan, Giorgi Kasradze, Guram Nikoleishvili, Davit Gogichaishvili, Elizbar (Elibo) Paturashvili, Teimuraz Pachulia, Ioseb Partsikanashvili, Malkhaz Topuria, Makhir Yusubov, Merab Chikashvili, Nona Asatiani.

Irma Inashvili
Majoritarian candidate in Nadzaladevi election district

Irma Inashvili is engaged in entrepreneurial activities and owns 28.5% of Media-House Obiektivi LTD and 50% of Company Econom X LTD. She declared the companies in her asset declaration filled out in 2020 as a member of parliament, but she has not transferred the right to manage these shares to another person, which is a violation of the law on Conflict of Interest and Corruption in Public Institutions.

Nana Devdariani

Erekle Saghliani is an individual entrepreneur. With this status, he received 3 small simplified public procurement contracts worth GEL 1,125 in 2015-2020.

Koba Mazanashvili
Majoritarian candidate in Gori and Kaspi election district

Koba Mazanashvili is not involved in entrepreneurial activities. In 2020, he donated GEL 50,000 to the Alliance of Patriots.

Maia Tsabutashvili

Tariel Kalandarishvili

Davit Mamaladze is the founder of the Solidary Responsibility Company (SRC) Georgian Bar Association, Sharashidze & Partners.

In 2016, he donated GEL 100 to the Labor Party. Gocha Gordeladze, the founder of the Georgian Bar Association, Sharashidze & Partners, donated GEL 9,000 to the Georgian Party in 2011.

The political party Aleko Elisashvili - Citizens nominated 8 majoritarian candidates. 6 candidates are not engaged in entrepreneurial activities: Alexander Elisashvili (Saburtalo), Genri Dolidze (Batumi), Indiko Berdzenadze (Samtredia, Tskaltubo, Vani, Khoni), Oto Kerkadze (Ozurgeti, Lanchkhuti and Chokhatauri), Davit Giorgadze (Tkibuli, Terjola, Zestaponi and Baghdati) and Giorgi Gabaidze (Khelvachauri, Keda, Shuakhevi, Khulo).

The other two candidates are affiliated with a total of 4 companies and have donated GEL 40,000 to their own party:

Lelo for Georgia

• 14 out of 28 majoritarian candidates nominated by the party Lelo are involved in entrepreneurial activities. These 14 candidates are affiliated with a total of 73 companies.
• 6 candidates, their family members and business partners donated a total of GEL 419,950 to the Public Movement Lelo and the Lelo party in 2019-2020. The biggest donation was made by Saba Buadze – GEL 60,000. Badri Japaridze did not make a personal donation, but his business partners donated GEL 311,000 to Lelo. Other donors are: Lana Galdava, Pikria Chikhradze, Malkhaz Vakhtangashvili and Gigla Mikautadze.
• The companies, currently affiliated with the 7 candidates, received public funds of GEL 1,156,881 through public procurement and GEL 3,033,996 – from the money allocated to Georgia by an international donor. These candidates are: Levan Koberidze, Badri Japaridze, Soso Liparteliani, Irakli Talakhadze, Tornike Artkmeladze, Kakha Kozhoridze and Ana Bibilashvili.
• In the case of one candidate, the requirements of the Law on Conflict of Interest and Corruption in Public Institutions were violated. Levan Koberidze did not fully reflect his business connections in the last asset declaration filled out as a member of the Parliament of Georgia.
