In 2015, Giorgi Endeladze was appointed as the Mayor’s representative to the Khevasheni administrative district of Adigeni Municipality. Since then, his brothers’ companies have received 1,905,649 GEL through 244 public procurement contracts. Of these, 896 271 GEL (47%) were received from Adigeni City Hall and its legal entities.

The brothers of Giorgi Endeladze – Gocha and Gela Endeladze founded the companies “Pasadi” LTD and “M&E Company” LTD together with their friend Merab Merabishvili in 2012. However, both companies have intensified participation in public procurements since 2015. “Pasadi” LTD wins tenders for construction projects and “M&E Company” LTD receives direct procurement contracts for fuel supply.

Gocha Endeladze and Merab Merabishvili each held 50% stake of Pasadi LTD. In 2019, Endeladze transferred his share to Merabishvili. Since then, Merab Merabishvili has been the owner and director of the company.

Before Gocha Endeladze’s brother Giorgi Endeladze was appointed as the Mayor's representative to Khevasheni, “Pasadi” LTD received only 2 direct procurement contracts totaling 22,705 GEL. In 2016-2023, “Pasadi” LTD was awarded 36 state procurement contracts totaling 1,799,793 GEL. Notably, 15 of these contracts, amounting to 835,252 GEL (46.4%), were received from Adigeni City Hall and its legal entities.

“M&E Company” LTD

Gela Endeladze, another brother of Giorgi Endeladze, was an equal partner of Merab Merabishvili, holding a 50% share in “M&E Company” LTD. However, in 2013, Merabishvili transferred his share to Gela Endeladze without any cost, and since then, Gela Endeladze has been the sole owner and director of the company.

Prior to Giorgi Endeladze’s appointment as the Mayor’s representative to Khevasheni, “M&E Company” LTD received only 2 direct procurement contracts totaling 2,112 GEL. In 2015-2023, “M&E Company” LTD was awarded 208 public procurement contracts worth more than 105,856 GEL. The company received 117 contacts of 60,979 GEL (57.%) from Adigeni City Hall and its legal entities. Among them, there were 4 tenders for car wash service for Adigeni City Hall officials worth of 10,505 GEL. The “M&E Company” LTD won all four tenders with the disqualification of other companies and without competition.

Transparency International Georgia calls on the Anti-corruption Agency of the State Security Service and Prosecutor’s Office to examine the public procurements between “Pasadi” LTD and “M&E Company” LTD and Adigeni City Hall and establish whether they contain potential signs of corruption.
