Corruption Map: Alleged cases of corruption are on the rise across various regions of Georgia.

Companies linked to officials and Bidzina Ivanishvili have been awarded contracts by large state entities.

The report compiles a series of suspicious tenders and simplified procurements investigated by Transparency International  Georgia at various times. The organization has officially submitted these findings to the relevant state authorities, urging action on the potential corruption revealed in these procurements.

These companies have received more than 3.28 billion GEL since 2013. Nearly a third of this amount - over 1.13 billion GEL - was accrued to them in 2024 alone

 

Adjara / 933,060,894 GEL

  1. Between 2016 and 2024, companies owned by the family members and relatives of Anzor Bolkvadze, the majoritarian representative of the Adjara Highlands, received a total of 29,345,422 GEL from state procurements. This includes 6,390,200 GEL from non-competitive tenders and 3,575,174 GEL from simplified procurements.

On August 4, 2021, Transparency International Georgia published a report on state procurements involving companies connected to Anzor Bolkvadze’s family members and relatives. Since then, their earnings from state contracts have increased by more than 16 million GEL.

  1. The companies associated with former Batumi City Council member Irakli Topuridze  - Adjarganateba and Ganateba - secured tenders without competition. They received a total of 80,511,011 GEL from state procurements, which includes 55,956,414 GEL from non-competitive tenders and 3,166,327 GEL from simplified procurements.

Zoya Dolidze, the mother of former Batumi City Council member Irakli Topuridze from Georgian Dream, owns 100% of the shares in Adjarganateba. This company was founded by Irakli Topuridze’s father, Tamaz Topuridze, who also served as a member of the Batumi City Council from 2010 to 2014. Today, the company’s shares have been entirely acquired by the family, and it is now led by Irakli Topuridze’s brother, Nikoloz Topuridze. Additionally, Nikoloz Topuridze owns 100% of Ganateba LLC and participates in state procurements without competition.

  1. The Georgian Stone company, owned by Badri Romanadze, the former head of the Architecture Service of Kobuleti, secured procurements totaling 64,085,715 GEL from 2015 to 2024. Of this amount, 49,679,428 GEL was obtained through non-competitive tenders in Kobuleti and Poti, while 1,355,466 GEL came from simplified procurements.

Badri Romanadze, the director of Georgian Stone, served as the head of the Architecture Service at Kobuleti City Hall from 2011 to 2014. After leaving public service and taking on the role of director at Georgian Stone, he began winning procurements issued by the Kobuleti municipality.

  1. Nukri Dolidze, the father of Batumi City Council member Levan Dolidze, owns Bond 2009 LLC and Monolith 2005 LLC, which have collectively received over 294 million GEL from state procurements. More than 75% of this amount was obtained under conditions of non-competition, disqualification of competing companies, and through simplified agreements. Nukri Dolidze, a former member of the Batumi City Council, exemplifies the preferential treatment his and his family members’ companies receive in state procurements, underscoring the severity of the revolving door problem. In its report, the State Audit Office specifically highlighted instances of Monolith 2005 and Bond 2009 securing contracts under non-competitive conditions. Nukri and Levan Dolidze, along with their associates, primarily donate to ruling parties. They donated a total of 435,000 GEL to Georgian Dream. This has become a troubling practice, where business representatives fund political power once it assumes control. Transparency International Georgia periodically publishes reports on such practices.

Levan Dolidze initially served as an advisor/consultant on infrastructure issues to the Chairman of the Adjara Government. He later became a member of the Batumi City Council and is currently the deputy chairman of the Georgian Dream - Democratic Georgia faction.

  1. The companies owned by former Batumi City Council member Irakli Pataridze and his son-in-law received 1,407,584 GEL from municipal procurements in Batumi.

Notably, 67% of their income came from municipal legal entities that Irakli Pataridze was responsible for overseeing and controlling. Since the end of his term as a member of the Batumi City Council, he has served as the head of the administration for Ajara Project Management Company LLC, under the Ajara Government.

  1. The company linked to current and former employees of Kobuleti, Zoma LLC, received 1,367,085 GEL from state procurements, including 1,353,023 GEL from the municipality of Kobuleti. Notably, 86% of this income was generated from non-competitive tenders and simplified purchases.

Otar Zoidze, the director of Zoma LLC is the former head of the municipal LLC Kobuleti Water. His deputy, Gia Goliadze, has a wife, Fati Jincharadze, who serves as the head of the Financial Service at Kobuleti City Hall. The State Audit Office reports indicate that Zoma also acts as a subcontractor for other companies that have won state tenders.

  1. The company Esia Group associated with the high-ranking officials -  Beridze brothers, has received over 5 million GEL from state procurements in Adjara.

Esia Group LLC has been participating in state tenders since July 2021 and has received 5,344,077 GEL. This company was founded by Irakli Aznaurishvili, the former business partner of Akaki Beridze, the director of the City Infrastructure and Amenities Division of Batumi. Esia Group is a subcontractor for companies that have won tenders issued by Keda City Hall and the Adjara Roads Department, generating substantial income from these contracts. Roland Beridze, the mayor of Keda, and Raul Beridze, the First Deputy Head of the Roads Department, are brothers of Akaki Beridze.

  1. Giorgi Chkonia, a businessman with close ties to the government and a significant donor to Georgian Dream was nominated by the ruling party as a delegate for Kobuleti in the upcoming parliamentary elections. Chkonia’s companies have received over 457 million GEL from state procurement, with approximately 300 million GEL awarded under conditions of non-competition, disqualification of competitors, and simplified procurement processes.

Giorgi Chkonia owns shares in 20 companies and leads 3 of them. These companies, in turn, own shares in other firms. Three of Chkonia’s companies - Gza LLC, Batumi Central LLC, and Chateaux Kvirike LLC - actively participate in state procurements. Together, Chkonia and his business partners have donated a total of 1,500,000 GEL to the ruling party and presidential candidate Salome Zurabishvili.

 

Samtskhe-Javakheti / 841,145,309 GEL

  1. The companies owned by former Akhaltsikhe mayor Zaza Melikidze and his relatives have received 3,064,897 GEL in purchases from 2015 to the present.

Following the release of our research findings, the Anti-Corruption Service of the State Security Service has initiated an investigation into Zaza Melikidze’s case. Despite this, Zaza Melikidze and his relatives’ companies continue to participate in state procurements, receiving a total of 752,686 GEL during this period. Today, Zaza Melikidze is no longer the mayor of the municipality; he currently serves as a deputy in the 2021 convocation of the City Council representing Georgian Dream.

  1. The company owned by Gelvasi Geladze, an advisor to former Akhaltsikhe mayor Zaza Melikidze, has received 6,375,958 GEL in procurements since 2014.

At the time of our research publication, the company had already received 4,096,286 GEL. The State Audit Office subsequently identified violations in these transactions, prompting Gelvasi Geladze to relinquish his share in the company; however, it continues to receive state contracts.

  1. The companies owned by the family of Enzel Mkoyan, the former majoritarian MP for Akhalkalaki-Ninotsminda, received 2,049,668 GEL in purchases from 2012 to 2020.

Starting in February 2021, after Georgian Dream no longer nominated Enzel Mkoyan as a candidate for majoritarian deputy, public agencies stopped signing contracts with his companies.

  1. The company owned by Mamuka Melikidze’s brother, the former chairman of Aspindza City Council, received 1,980,567 GEL through procurements from 2016 to 2024.

Prior to Mamuka Melikidze’s appointment to office, his brother’s company did not participate in tenders issued by Aspindza Municipality. After Mamuka Melikidze joined the City Council, JSC XXI Century received 740,065 GEL from tenders awarded by Aspindza Municipality between 2016 and 2019. Today, Mamuka Melikidze is solely a member of Aspindza City Council, yet his brother’s company has seen an increase of 1,240,502 GEL in income from state procurement contracts.

  1. The company owned by Konstantin Vardanian, the Deputy Chairman of the Ninotsminda City Hall, has received 2,677,400 GEL through procurements since 2014.

At the time of TI Georgia’s publication, Konstantin Vardanian’s company had received only 320,645 GEL from the budget. Following this, he relinquished ownership of the company, which is now held by his wife. He ran again in the 2021 local self-government elections and was elected as the Deputy Chairman of the Council.

  1. In Abastumani, the company owned by Demetre Tateshvili, a contributor to Bidzina Ivanishvili’s planned projects and a donor to Georgian Dream, received 764,824,773 GEL through procurement contracts between 2018 and 2024. In May 2021, TI Georgia published a blog on the purchases made by Arali LLC. At that time (2018-2021), the company had received 125,454,712 GEL from state contracts. Over the past three years, an additional 639,370,061 GEL has been added to the company’s revenue through state purchases. This year alone, the company's revenues have exceeded 401 million GEL.

Since August 2018, when the company’s then owner, Otar Tateshvili, sold 450 square meters of land in Abastumani to Bidzina Ivanishvili for the construction of a house, the amount transferred from the budget to Arali LLC has increased by tens of millions of GEL. In the seven years prior, he had only received a total of 51,585,275 GEL through tenders. However, in the following four and a half years, contracts worth over 700 million GEL were signed.

  1. In 2020, the company of Revaz Mumladze, the head of security at the residence of Bidzina Ivanishvili, former director of the Samtskhe-Javakheti Police Department, received 237,534 GEL in state procurements.
  2. The company owned by the son of Nodar Talakhadze, Chairman of the Commission in the Akhaltsikhe Municipality Council, has received 15,953,616 GEL from state procurements, with 56% of this amount coming from Akhaltsikhe City Hall.

Eka Tateshvili founded LS Georgia LLC in 2014, one of more than ten businesses owned by the Tateshvili family. However, the company only began receiving state contracts since February 4, 2020, after Eka Tateshvili transferred directorship and a 50% stake to her husband, Tariel Talakhadze, the son of Nodar Talakhadze. The company won all but one of the tenders in Akhaltsikhe Municipality either without competition or following the disqualification of its competitors. In the sole exception, its competitor was Arali LLC.

  1. Nodar Balakhashvili, the former head of the Infrastructure Service at Akhaltsikhe City Hall, received 313,060 GEL from state contracts between 2018 and 2020.

Following the publication of TI Georgia’s research, Nodar Balakhashvili’s company stopped receiving contracts from Akhaltsikhe City Hall but still secured 183,508 GEL through other state procurement deals.

  1. In 2017-2021, the company owned by Koba Gelashvili, a two-term deputy of the Akhaltsikhe City Council for Georgian Dream, received 1,699,980 GEL through state procurements.
  2. TI Georgia’s research revealed that in Borjomi Municipality, companies linked to former officials continue to benefit from state contracts through the revolving door practice, with revenues totaling 10,352,901 GEL.

Between 2014 and 2023, companies connected to Giorgi Kipiani, the former head of the infrastructure service of the Borjomi municipality, received 6,713,852 GEL through state contracts. Similarly, from 2018 to the present, a company owned by Firan Gogichashvili, the head of the Majoritarians faction in the Borjomi municipality, secured 2,703,435 GEL in state procurement contracts. In 2020, a company belonging to the wife of Vazha Gelashvili, the head of one of Borjomi’s NNLEs, was awarded 935,614 GEL through public procurement.

  1. The company of Martin Gabrieliani, the director of Akhalkalaki Municipal NNLE, secured 1,390,861 GEL from state contracts between 2019 and 2022.

Of the total amount that Gabeliani’s company received from state procurements, 667,186 GEL (47.9%) came directly from the Akhalkalaki municipal budget. Following the publication of TI Georgia’s research on Martin Gabrieliani’s company and Akhalkalaki City Hall’s state procurement practices, the Procurement Agency identified violations. As a result, the Tbilisi City Court issued a verbal warning to the members of the Tender Commission at the Akhalkalaki City Hall.

  1. A company linked to Bidzina Ivanishvili, which owns the Aspindza rugby base, received a total of 598,667 GEL from state contracts in 2016-2023.
  2. The companies of Khachik Mosoyan, a former senior official in the Akhalkalaki police and a donor to Georgian Dream, received 5,923,635 GEL in 2014-2024. More than 75% of this amount came from Akhalkalaki City Hall, where his brother-in-law served as head of the legal department for six years.
  3. The companies owned by Gela Chalidze, a deputy of the Akhaltsikhe City Council and a donor to Georgian Dream, received a total of 368,926 GEL through direct state procurement from October 2021 to the present. Nearly 61.6% of this amount, totaling 227,287 GEL, was allocated to Gela Chalidze’s companies from Akhaltsikhe City Hall and its legal entities.
  4. Razmik Ghumashian, the uncle of the deputy chairman of the Georgian Dream - Democratic Georgia faction in the Ninotsminda City Council and a donor to the party, received 3,312,182 GEL from purchases made by the Ninotsminda City Hall in 2013-2024. 62% of the total amount was obtained through disqualifying competitors and winning tenders without competition, as well as through direct purchases. For over ten years, Ghumashian served as the director of the gas company owned by the family of Enzel Mkoyan, the former majoritarian MP of Georgian Dream.
  5. In 2015, Giorgi Endeladze was appointed as the mayor’s representative in the Khevasheni administrative district of Adigeni Municipality. Since then, his brothers’ companies have secured 2,099,656 GEL through state procurements, with nearly half of this amount coming from the Adigeni City Hall and its legal entities.
  6. Levan Kimadze, the brother of Adigeni Mayor Gocha Kimadze, is one of 5 businessmen who co-founded the NNLE Adigeni Development Fund alongside the Adigeni Mayor’s Office. During his brother’s tenure as mayor, Levan Kimadze secured 251,709 GEL from Adigeni municipal NNLEs. Between 2013 and 2023, he received a total of 1,287,209 GEL from state purchases. Pavle Batmanashvili and Zurab Zedginidze, the founders of Adigeni Municipal NNLE, have received 667,417 GEL from state contracts.
  7. Jemal Kimadze, the brother of Adigeni Mayor Gocha Kimadze, has served as the director of the NNLE Adigeni Amenities and Cleaning Service since 2021, which presents a conflict of interest under the  Fight Against Corruption Law. Following Jemal Kimadze’s appointment, his son, Jumber Kimadze, received 103,829 GEL from Adigeni City Hall through direct procurement contracts.
  8. Vakhtang Kapanadze, a donor to Georgian Dream and owner of Mshenebeli 2012 LLC, received 15,062,005 GEL from 88 state purchases between 2012 and 2024. Of this total, 10,873,153 GEL (72.1%) was obtained through tenders won without competition, disqualification of competitors, and direct procurement contracts.

During the same period, Vakhtang Kapanadze;s son, Nodar Kapanadze, held various positions within law enforcement agencies in Samtskhe-Javakheti. Additionally, Vakhtang Kapanadze's business interests are connected to the family of Shalva Pkhikidz, the brother-in-law of Revaz Mumladze. Mumladze is the former head of security at Bidzina Ivanishvili’s residence in Bakuriani, as well as the former Director of the Samtskhe-Javakheti Police Department.

  1. Zurab Gogoladze, son of Jemal Gogoladze, the acting director of Municipal LLC Borjomi Amenities, received 800,568 GEL from 32 state contracts made by Borjomi City Hall and its legal entities in 2019-2024. Notably, he obtained 100% of these funds through non-competitive tenders and direct procurements contracts.

 

Shida Kartli / 427,245,670 GEL

  1. Donors to Georgian Dream and companies associated with former officials received a total of 229,661,631 GEL in state purchases in Shida Kartli in 2013-2024.

In 2024 alone, Road Construction Division #1 LLC received 59,339,827 GEL in state procurements, while Road Construction Division #2 LLC received 7,823,119 GEL.

  1. Since 2016, companies linked to former Gori majoritarian MP Ioseb Makrakhidze have received a total of 197,584,039 GEL in state procurements.

Ioseb Makrakhidze served as a member of the Parliament of Georgia in 2016-2020. During this period, his associated companies Ibolia LLC, Sharam LLC, and Arkmshenstudia-2002 LLC - received over 91.8 million GEL in state procurements. Most of these contracts were awarded without competition, primary buyers were Gori and other municipalities in Shida Kartli.

 

Kakheti / 442,000,000 GEL

  1. The company owned by Giorgi Zedelashvili’s mother, a former Deputy Secretary of the Crisis Management Council, received over 275 million GEL in contracts in 2013-2024. Notably, from 2021 to 2024, the company secured tenders totaling nearly 174 million GEL, with 36% of that sum awarded through non-competitive processes.

He has held various positions since 1994 and following the rise of Georgian Dream to power, he was appointed as the First Deputy Minister of Internal Affairs and Acting Director of the State Security Agency (Department). Until the end of 2017, Giorgi Zedelashvili served as the First Deputy Secretary of the State Security and Crisis Management Council. His name is closely linked to several significant developments in Kakheti, particularly in the municipalities of Kvareli, Telavi, Dedoplistskaro, and Sighnaghi. Zedelashvili is believed to be part of Irakli Gharibashvili’s inner circle.

  1. The companies related to former or current officials in 8 municipalities of Kakheti received a total of 167 million GEL procurements in 2013-2020.

 

Imereti / 500,131,038 GEL

  1. Murman Togonidze, a family member of Bidzina Ivanishvili’s sister, has received 38,858,774 GEL in state procurement contracts since 2014.

In TI Georgia’s June 2020 blog, we reported that Murman Togonidze had secured 16,395,591 GEL in contracts from 2014 up to that point. In the last four years, this figure has increased by over 22 million GEL.

  1. Since 2013, the companies of Tskaltubo City Council member Jeyran Omanadze - J and J LLC and Rostverk LLC have received a total of 92,926,613 GEL in state contracts.

Jeyran Omanadze, a political donor, along with his company Rostverk, has contributed 135,000 GEL to the Georgian Dream-Democratic Georgia party since 2017."

  1. Borani LLC, a company linked to Georgian Dream has won tenders from the Zestafoni, Terjola, and Baghdati municipalities. Its primary activities include road pavement, maintenance, and repair. Since 2013, the company has secured tenders and simplified procurement contracts totaling 37,993,713 GEL.

Nino Chkhikvadze, the mother of Beka Arabidze, the current acting director of Borani LLC and a former 22% shareholder in the company, has ties to Georgian Dream. She currently serves as the deputy chairperson of the Terjola City Council. After the previous publication of the corruption map (March 2024), the configuration of the company;s owners has changed: today 85% of the company’s share is owned by Beka Arabidze, and 15% is owned by G-M-G LLC, which also participates in tenders.

  1. The company Liko-1 owned by the business partner of Kutaisi’s Deputy Mayor, Yuza Ugulava, has been winning tenders from the Kutaisi municipality. Between 2019 and 2021, the total value of the contracts awarded to the company amounted to 294,545 GEL.

It is important to note that Yuza Ugulava has been heading the tender commission since 2019. According to current legislation, Ugulava was required to declare a conflict of interest, as the owner and director of the company participating in the tender is his business partner. In compliance with the law, he should have recused himself from participating in the evaluation and decision-making process for these procurements.

  1. Tsekuri LLC, owned by former MP Sergo Khabuliani and his son, has received 330,057,393 GEL from state procurements since 2011. Sergo Khabuliani holds a 63% stake in the company, while his son, Beka Khabuliani, owns 37% and serves as the director.

Sergo Khabuliani became a member of the Parliament of Georgia in 2012, serving as the majoritarian MP for Tsageri from the United National Movement. However, he left the party shortly after the change of government and continued his parliamentary work as an independent MP. Between 2018 and 2020, Sergo Khabuliani, along with his wife Lela Meshveliani and their children Beka and Irakli Khabuliani, donated a total of 398,000 GEL to Georgian Dream and its supported presidential candidate.

 

Samegrelo – Zemo Svaneti / 138,371,368 GEL

  1. Since 2018, the companies owned by Viktor Japaridze, a member of the Georgian Parliament and the parliamentary majority from Georgian Dream, along with those of his family members, have received a total of 8,261,288 GEL through procurements.
  2. The company owned by Aleko Khvistani, Viktor Japaridze’s brother-in-law, has received 19,445,644 GEL from tenders and an additional 13,691,076 GEL from confidential procurements.

Aleko Khvistani serves as the director of Electro Montage Service LLC, while his wife, Maia Chelidze, holds a 50% stake in the company. Since Viktor Japaridze’s relatives became involved in its management, the company has participated in and won several confidential procurements. Notably, Viktor Japaridze’s son, Otar Japaridze, is an employee of the State Security Service.

  1. The company owned by Davit Chartolani, the former Deputy Head of the Municipal Administration of Bolnisi, Koruldi LLC received a total of 15,473,168 GEL in purchases from the municipality of Mestia between 2020 and 2024.

In 2012, Davit Chartolani led the election headquarters for Georgian Dream in Bolnisi before becoming the Deputy Head of the Municipal Administration. He co-owns another company of the same name with Otar Chartolani, a donor to the Georgian Dream party and a business partner of Viktor Japaridze, a member of the parliamentary majority.

  1. Alexander Khergiani, the former Deputy Head of the Municipal Administration of Mestia, received 289,507 GEL through procurements from the local government between 2014 and 2022.

Additionally, Alexander Khergiani is a business partner of Neli Naveriani’s son in Hatsvali 2015 LLC. Neli Naveriani is the deputy mayor of Mestia. She is married to the cousin of Viktor Japaridze, a member of the parliamentary majority.

  1. Builder 21 LLC, a company associated with Bachuki Nakani, the chairman of the Mestia City Council Commission, received a total of 1,279,126 GEL from local procurements, of which 645,620 GEL was awarded after Nakani assumed his position.
  2. From 2013 to 2022, family members of Mariam Nakani, the head of the Procurement Service at the Mestia City Hall, received a total of 574,015 GEL in purchases.
  3. Following Vakhtang Gadelia’s election as mayor, his uncle Demur Gadelia’s company  JSC Archeopolis received 22,812,462 GEL in purchases from the Senaki City Hall. Additionally, Ioseb Gadelia’s company, Indicom LLC received 935,160 GEL through procurements.

In these tenders, Archeopolis faced competitors in only three instances, including twice from Indico LLC, a company owned by the mayor of Senaki’s cousin, Ioseb Gadelia. Vakhtang Gadelia also worked at JSC Archeopolis in the past, serving as a member of the supervisory board from 2009 to 2013. TI Georgia also reported on the questionable involvement of JSC Archeopolis in the tenders of the Senaki City Hall in 2022 (https://rb.gy/jp5faf); however, the Anti-corruption Agency of the State Security Service did not identify any possible signs of corruption.

  1. The company owned by Dato Adamia, a member of the Senaki City Council, received 6,779,143 GEL in state procurements from 2011 to 2021. In June 2021, the company rebranded as Menati LLC and has since secured an additional 5,001,717 GEL through procurements. This brings the total to 11,780,860 GEL.

The primary clients of the company include Senaki City Hall, municipal NNLEs, and Senaki public schools. Although Davit Adamia is no longer a member of the Senaki City Council, he appears to be concealing his ties to the company and his role in the procurement process.

  1. Since 2018, the brother of Jumber Izoria, the deputy chairman of the Chkhorotsku City Council and a former member of the Parliament of Georgia from Georgian Dream, has secured purchases totaling 145,966 GEL. During the same period, his friend Tsabu Gogua won municipal contracts for car repairs and spare parts amounting to 289,583 GEL.

Technical inspections of vehicles in Chkhorotsku are conducted by Togeni, a family-owned company of Jumber Izoria.

  1. During his tenure, Tsalenjikha Traffic Division LLC, linked to former Tsalenjikha City Council chairman Temur Gvinjilia, received purchases totaling 5,106,732 GEL.
  2. Since 2018, the companies – Road Plus and Building Group 17 -  associated with Zaza Antia, a classmate and friend of Zugdidi Mayor Mamuka Tsotseria as well as of Davit Kukhaleishvili, the Deputy State Representative for the Samegrelo-Zemo Svaneti region, win local tenders. The companies have secured a total of 32,017,296 GEL in tenders since 2018. Of this amount, 15,160,638 GEL was awarded through purchases from Zugdidi City Hall.
  3. From 2016 to 2018, Euromshen 999 LLC, owned by Lasha Jaiani, the former head of the Supervision Service at the Zugdidi City Hall, received 1,628,151 GEL in purchases. Most of these services were acquired by Zugdidi City Hall, where Lasha Jaiani also served as a member of the Tender Commission.
  4. Since 2012, Khalib LLC, the company of Ramaz Gujabidze, a business partner and friend of former Poti mayor Gocha Kurdghelia, has received 520,809 GEL in simplified procurements.
  5. From 2011 to 2018, the companies owned by Badri Nemsadze, the former director of Zugdidi Municipal Transport, and his wife received a total of 692,223 GEL through procurements.
  6. In the village of Khabume in the Chkhorotsku municipality, the companies owned by the family members of the mayor’s representative, Nestan Karchava, who are close to the mayor of Chkhorotsku, Dato Gogua, have received purchases totaling 4,301,516 GEL since 2012. Jambul and Salome Papava, who are also close to Davit Gogua and the ruling party, had their company receive 1,080,842 GEL in purchases during the same period.

Dato Gogua has served as the Mayor of Chkhorotsku from December 2012 to the present (holding the position of head of the Municipal Administration until 2017). Salome Papava is an employee of Chkhorotsku City Hall, and her father, Jambul Papava, is a coordinator for the Georgian Dream party

  1. The company owned by Dodo Gabunia, the mother of Irakli (Dachi) Beraia, the Chairman of the Khobi City Council Commission and a Member of Parliament from Georgian Dream, has received 61,946 GEL through simplified procurement contracts since 2012.
